So it turns out there is a rare bug in the game that can cause cars to try and move when they shouldn't. Luckily it turns out a tiny tweak in the game's code is all that is needed to remove any chance of this rare bug from happening.

There is a bug. if you direct car onto the ferry while entry ramp is closed...well. car fucks off. I tried it with "last" car, and it did 180 and drove away. when i opened the ramp, it came back, tho.
